【Industry Standard】China’s updated national standard GB/T 25163-2026 Child-Resistant Packaging – Requirements and Test Methods for Reclosable Packages officially went into enforcement on January 1, 2026. Released in December 2025 by the Standardization Administration of China (SAC), this revised standard marks a major upgrade to child-resistant (CR) packaging regulations, adding dedicated testing protocols for child-resistant tin packaging for the first time, filling a critical gap in metal-based CR packaging standards in China. It will reshape compliance and supply chain selection for 12 regulated categories including pharmaceuticals, health supplements, industrial chemicals, and cannabis products.
The updated standard strengthens structural safety and material adaptability, officially recommending push-and-turn, press-and-slide combined locking mechanisms as preferred designs. It requires a minimum child-resistant success rate of 95%, ensuring packages are difficult for young children to open while remaining easy for adults to operate. Compared with plastic and paper packaging, tinplate stands out for its high rigidity, superior sealing, recyclability, and structural stability, making it a key material aligned with the new standard. Test methods, acceptance criteria, and testing procedures are fully aligned with the international standard ISO 8317.
In terms of scope, GB/T 25163-2026 applies to 12 classes of regulated products: pharmaceuticals, over-the-counter drugs, health supplements, household chemicals, industrial chemicals, cannabis products, pesticides, e‑cigarettes & nicotine products, and more. All such products manufactured, distributed, or exported domestically must comply with the new CR packaging requirements. For export-focused packaging suppliers, GB/T 25163-2026 & ISO 8317 certified child-resistant tin packaging greatly simplifies global compliance with U.S. CPSC 16 CFR 1700.20 and EU EN standards, reducing cross-border certification risks.
Industry observers note that rising global child-safety mandates, paired with China’s alignment to international norms, will accelerate adoption of CR tin cans in pharma, cannabis, and specialty chemicals. Suppliers offering end-to-end support – standard interpretation, lab testing, structural design, and mass production – will lead the global compliance packaging upgrade cycle in 2026–2027.
